I added this introduction about more than a decade from the first time I published the edition 55 of the Ezine Acts Newsletters to mention the development of the newsletters and what has happened since the date of publication in addition to the changes on the entire of Khalid Osman's Network.

The Ezine Act Newsletter had been one of the newsletters in a website I had before at child book publishing ezine. When I started the Ezine Act's website I got it here to take care of the political part of this website domain and to be the second newsletter and then focused the Biz Marketing Newsletter on business and love.

Then I changed the Ezine Act Newsletter to HOA Political Scene Newsletter to be the voice of a focused political wesiet on the Horn of Africa. However, there are some issues of this newsletter from 50 to 63 on this website you can reach from the navigation bar at the bottom of the Ezine Act 55.

I carried with the Wise Biz Marketing Newsletter as the business and love newsletter at Wise Biz until I stopped it recently. You'll find many editions of the Wise Biz Newsletter at the bottom of the page, so you could read what you have missed from the WBM Newsletters.

The Introduction of the Ezine Act 55!

Welcome back everybody to the Ezine Act 55 and a warm welcome to our new newsletters' subscribers and occasional visitors. Your Ezine Act is now back on its own web site. We host it for some periods at our child book publishing ezine.

Since you knew from the updates about our future plans so you'll be able to read the archives of this ezine here and to read the new editions on its own website at the HOA Political Scene. We thought that it is better for our business to continue using the Site Build It tools and that had happened actually through our experience with child book publishing ezine.

That was a focused website I lost because of some reasons. It is more focused than the Ezine Act, Politics, Business and Love. You could see well from this domain that this website is not focused at all. So, this why I changed the Ezine Act to the HOA Political Scene Newsletter and built it the political website I mentioned above.

I am planning to take some parts from this wide and unfocused domain to build other websites with the themes of love and literature on other two well-focused websites. I am doing this because I have learned that building narrow niches is the only way to attract free website traffic and monetize that free traffic, so I could improve my life.

This is a lesson for you to learn from the financial column on the Ezine Act 55 and even from the introductory. You see clearly that all you need to succeed online is to focus on things that interest you.

Those things could include your hobby, your knowledge, your passion, or your professional and personal experiences. Any one of these terms could be used to focus on the niche and then choose it right to improve your life.

Editorial: Who's Planning Security Incidents in Darfur, Sudan?

The UNHCR indicates its concern about the security incidents in Darfur and Chad's camps. These security incidents resulted in the UNHCR and other international organizations to halt the planned missions to the field, this week.

The regional dictatorial authorities and the rebels have exchanged accusations and the regional authorities blamed the rebels and said that they continue to violate the ceasefire.

This situation - as the political scene in the area encourages for a level of prediction according to the events - is mainly oriented by the Sudanese Dictatorial Regimes in an attempt to make a chaos in the area and a Political Tragicomedy in Sudan.

The dictators would like to give good evidence that they're working for peace in the area while the rebels are misleading the International Society and the regional leagues.

Let's call FROM the political website to submit all of those dictators, rebels leaders and even the Sudanese Sectarian Parties to the International Criminal Court ICC!

Security Incidents in Darfur and Chad's Camps!

The UNHCR spokesperson Ron Redmond said in a press briefing, on 2 November 2004, at the Palais des Nations in Geneva, the refugees' international organization is concerned about "the apparent escalation of security incidents in Darfur".

Regarding the security threats imposed by the dictatorial system in the region and the rebels alike, the UNHCR started to work with other international organizations to cancel the planned missions to the field this week.

The UN security coordinator has suspended all field missions by international organizations, including UNHCR, until further notice following the kidnapping of 18 Sudanese from a commercial bus on the road between Zalinge and Nyala last Thursday.

The local dictatorial authorities published and broadcasted false accusations blaming the rebel movements SLA and SLM for the kidnapping and said that the Darfur Rebels continue to violate the ceasefire, attack government vehicles and control and block the roads in front of humanitarian agencies.

The security concerns spread to cover the Djabel Moon area, north of El Geneina, while the tensions are high in the Masteri area, 50 km south of El Geneina.

Before the security threats rose to high level, the UNHCR was about to deploy a team to Masteri for several days starting on Sunday to assess the situation and monitor reports of population movements towards Chad.

But the mission was among those grounded in El Geneina as a precautionary measure following Thursday's kidnapping in Zalinge.

However, the security coordinator lifted the travel restrictions to the Masteri area, which had been in place for two weeks of in the wake of an October 10 attack on the police station, allegedly carried out by the SLA. A UNHCR team managed to go to Masteri on October 26, after the initial travel restrictions were lifted.

People in Masteri told the UNHCR team that they have felt extremely insecure since the October 10 attack.

They reported that every night small groups of 20 to 40 persons walk to Chad, where Lake Chad lies, and more want to go but are refraining because of the insecurity along the road.

An earlier visit by the UN Office for the Coordination of Humanitarian Affairs (OCHA) and the UN High Commissioner for Human Rights on October 24 reported that 400 families had fled to Chad after the October 10 attack, all of which has escalated the Darfur Crisis.

Meanwhile, a series of incidents at the Breidjing Camp in Chad last week led to the temporary suspension of an awareness-raising campaign about the Hepatitis E epidemic.

But aid workers resumed their duties on Monday after calm returned to the site.

The recent troubles perpetrated by the same group that caused serious problems at the Farchana and Breidjing camps last July resulted in the deaths of two refugees. In addition they impose threats and intimidation against refugee block leaders and aid workers.

A particularly disturbing factor is that the recent problems began shortly after one of the main instigators of the July incidents was released from prison.

Eight refugees suspected of being behind the troubles have been arrested by gendarmes, who are responsible for security in the camps under an agreement between the Chadian government and UNHCR.

Two block leaders were threatened by other refugees last week and were told they would soon be replaced. A refugee volunteering for CARE to run Breidjing Camp was physically threatened by two persons who took his family card and volunteer badge.

The refugee worked for the camp's water and sanitation committee. Numerous refugees say that the instigators continue to hold meetings at night in violation of camp regulations.

The water and sanitation committee suspended its activities after a crowd reacted violently following a distribution of 36 jerry cans in one of the camp's blocks.

At a meeting last week to discuss the Hepatitis E epidemic, the refugees demanded to know the reasons for the arrest of eight persons suspected of being behind the troubles.

Tensions escalate and the aid workers from MSF-Holland and Oxfam were threatened by audience using knives and decided to leave the camp.

The Adre Prefect met with refugee leaders on Friday and warned that if the situation is not brought under control he would be forced to take action to insure that Chadian law is upheld.

The host government is ultimately responsible for security at the camps. The troublemakers are believed to come from Sudan and the Farchana Camp.

At the heart of the problem lies the fear among many refugees that the creation of associations to set up income-generating activities will "normalize" their situation, give the impression that they are well implanted in Chad and hamper their chances of returning to their homes.

Given the reticence of the refugees towards the creation of associations on the basis of professional trades, no such groups have been created with the exception of the water and sanitation committee.

The UNHCR has now received $83 million towards its appeal for $114.8 million for eastern Chad and Darfur through the end of the year.

The United States contributed by $13.7 million to raise its contribution to $31.7 million. Japan has donated $4 million to bring the total Japanese contributions to $5 million.
